1989 introduced a paradigm shift for local transport policy thinking in the UK, when the government moved from a ‘predict and provide’ model to one that was more sustainable and integrated, focusing on demand management (Goodwin, 1999; Vigar, 2001). A differential approach emerged to the management of strategic routes by government agencies and urban transport, which is provided by a multiplicity of public and private agencies and organisations. This fragmentation had been exacerbated through the marketisation of bus services and train operations and the pro-Thatcherite policies for car ownership and use (Goodwin, 1999).

The transport White Paper Sustainable mobility (CEC, 1992) set the context and direction for successive transport policy developments at the local level. The UK government shifted as transport and environmental policy started to have an increasingly important role in the delivery of the SEM and wider EU integration objectives (Steer, 1995; Banister et al, 2000) and This Common Inheritance (DoE, 1990) was published. This were followed by fiscal measures such as increasing petrol fuel duty (Glaister et al, 2006), which were part of the Fifth environmental action programme (CEC, 1993) to improve sustainability (Morphet, 1993). It also included legislative measures that would affect local transport, including air quality and proposed fiscal measures such as road user charging.
